Who was America's First Boy Scout?

Was the First Boy Scout from Trenton?
A copy of an article, written by Emil Slaboda for the Trentonian newspaper. Mr. Slaboda was editor-in-chief of the Trentonian newspaper, retiring in 1989 as editor emeritus. The date of publication is uncertain, but the article was mailed to me on September 8, 1999, which might be a good clue to the date. Because of the length of the article, this is presented as two separate pages.

Another Possible First Scout
Bob Sichta suggests that his uncle may be America's first Boy Scout.
