NIPS stands for New Issue Patch Service. Apparently, two local fellows ran a business purchasing new issues from National and then marketing the patches. This NIPS issue is listed in the national publications as T-UA, meaning a twill patch, unauthorized (not issued by the council). It is not known whether Council ever received any money from this patch. NIPS crculated a newsletter called the Trading Tent. (Randall Holden)
